Fun Fact: Saving a file as a JPEG creates small indescrepancies by the edges where colors meet. These are enough to fool the fill tool so that it won't fill in those areas.
These areas appeared in blotches around the characters.
Now I know a bit of how those guys that painstakingly place every single pixel in a picture feel...
